Dubai is joining Saudi Arabia, Abu Dhabi and Qatar in making health insurance compulsory for its expat workforce and the responsibility will lie with the employer.
The new legislation will make it impossible for foreign nationals to obtain a residency visa for Dubai without the appropriate level of insurance, and fines will be enforced for companies who fail to get compliant insurance for their staff.

Dubai will use a roll out phase that will take place over the next couple of years.
- The initial stages came into effect on October 31, 2014, and it included all companies with more than 1,000 employees
- On July 31, 2015, companies with 100 to 999 employees will be required to cover all of their employees
- On June 30, 2016, companies with less than 100 employees will fall under the law. Dependents of sponsors must also be covered by this time and this includes domestic workers.
There are almost three million people currently residing in Dubai, and soon they will all have cover.
The new laws mean that companies cannot pass the cost of health cover to their personnel. Any company attempting to evade these rules will be punished.
